very newbie linux question

I just got online with my linux box. I have Redhat 7.1

I downloaded Gaim so I could use ICQ/AOL. It was from this site: http://gaim.sourceforge.net/

this is the file I got: gaim-0.44-1.i386.rpm

How do I install it? double clicking it doesnt work. My guess is I need to use the console. Also what do I do with .tar and .bz2 files?

i => Install
v => Verbose (use 'vv' for more verbosity)
h => Display hashes
 
so I dont keep asking what every command does, where can I find a good list of commands online? freshmeat has a few, as does linuxnewbie.org...
