I suggest using the first go to figure out what's going on 'cause it's sort of weird at first.
Generaly you have 10 cursors, every round after your time ran out you get a new cursor, and you see simultaneously what you've done before... Obviously getting to the 16th floor isn't that difficult, but you have to also collect as many points as possible. Have fun.

i get to 15 easily but can't make it to 16. How do you do it? I already have 3 previous cursor holding the uttons down, and hav clicked all the cones away, what gives?

I don't understand how to get the stairs to appear on level 15. I've got my cursors pressing all 3 buttons multiple times, at the same time.

I played this a couple weeks ago and it's a pain in the ass when you have multiple cursors all blocking yours. A great addition would be to make them different colors / semi-transparent so you can see what one is your current one.

Finished with a score of 145 on 16th floor.
You can easily get more, but game is too boring to maximize the points.

There's a button in one of the earlier floors which appears to do nothing, but you have to keep it pressed as well.

Spoiler, to maximize points:

Hurry as quickly as you can with the first cursor to the 8th floor, hold down the button for about 5 seconds, then click all the cones for bonus points before cursor life ends (you don't need to hold it longer since all other cursors will be long gone).

2nd cursor, get to floor 10 as quickly as possible, and click furiously on the 99 box (you can knock off all 99 on first try).

3rd cursor, same thing, go to floor 10, click furiously, you should have time to get all the way to floor 15, and click and hold on left tile.

4th cursor same thing, go to floor 10, click furiously, go all the way to floor 15, click and hold on right tile.

5th cursor same thing, click on upper tile at floor 15. Can clear cones on a few floors on the way.

6th cursor use to clear all the cones on floor 1-6, then use the last cursor life time to click the tile there (opens floor 16).

All the rest of the cursors will be used to clear all the cones above floor 6 to maximize score, and once you are done, you click to floor 16.
