Verizon Data-Throttling question

If I've already purchased an iPhone and signed up for a 2-year contract with unlimited data, Verizon can't change my plan to a limited data plan in the middle of my contract, can they?
 
IANAL but I don't believe they can without giving you the option to leave your contract sans ETFs.
