I don't know if there is an official ruling on this, but the new Verisign banner comes with some horrendously annoying sound effects. I find them even more offensive than strobing banners, because they represent the potential to get me in trouble at work, or perhaps even cause my neighbors to complain if I were browsing late at night as I often do, and had already turned up the volume so as to make my alarm clock wake me up.
If the management agrees, then please ask the banner host to keep "noisy" ads out of the rotation.
