After thinking about those volts, I'm persuaded to believe that "Auto" volts are dictated by the motherboard not from how the chip is and btw it's running fine at 1.15xxx Vcore.

Vcc is completely controlled by the motherboard. The CPU tries to suggest a Vcc using VID, but in the end the electronic conversation goes like this:

CPU: Hey mobo, can you run me at 1.2 volts please?
Mobo: Nope, I want to give you 1.7v
CPU: P-p-p-lease? 1.7v hurts.
Mobo: That sucks, keep whining and ill bump it to 1.8v
