In my bios its is reporting my vcore to be 1.34 but I have it set at 1.4. Is it normal to be this far off? My bios reports CPU temp at 40-42c.
 
In the bios i have to set mine to 1.55v under the cell menu/Adjust CPU VID , that gives me 1.44v actual voltage on my 3200.

Then i just use the CPU VOLTAGE settings under cell menu to go higher if needed.
(its the option right below Adjust CPU VID)

To answer your question....YES mine "undervolts" also.
