VCDs burned with nero wont work in CD-i

the CD-i does play VCDs it plays scary movie till near the end then quits
on others it quits withing just a few minutes
does anyone know why?
using tmpeg to encode NTSCVCD setting

This sounds like it could be a little illegal. Does the CD-I play CDRs? That could be one prob. I know my DVDplayer will not play CDRs, but it will play CDRWs. Second, try a different color CDR like blue or green.

been trying different brands cause I thought it could be the reflectivity
why would it be illegal?last time I checked it wasnt illegal to record a movie onto vcr from hbo or something
it plays scary movie almost untill the end then screws up so it evidently can read a cdr
