if it's MPEG1 you can use virtualdub, not the most friendly but it's free. If you want more editing power and flex check out video factory from sonic froundry, if you want pro Vegal Video the mother of video editing.
Try TMPGEnc. You can do simple merge and cut operations through the "mpeg tools" menu item. Of course, this is only for simple trimming operations. Go with Sonic Foundry for more elaborate editing.
