Vcache settings getting reset upon reboot. What's up?

I've tried manually setting my vcache in the system.ini file, and by using cacheman. But everytime I reboot the settings are cleared. Anybody know what's going on?

Win 98 Beta 3 did the same thing to me. Win98 SE doesn't, but I don't set MinFileCache=, MaxFileCyadda, anymore. Maybe the best way to approach this is to have a lot of Ram?
