Fiber is more capable. Remember, we're talking about trying to push out 1080p (with less compression), 30M/5M (at least) internet speeds, and high quality VoIP. That's pretty much what Verizon is offering now or in the not too distance future. They should also have quite a bit of headroom to offer even more. I feel AT&T's infrastructure is BARELY handling what they are offering now, and the copper is the least of their problems.

Yes, but don't discount crab's post. His experience is the same as a friend of mine. You should try to find others in your area with the service, and draw your conclusions then.
You might also want to look into Dish's HD offerings now, as they recently added more channels. They also have VOD in 1080p now.
