A family member got my sibling a 20GB Xbox 360 hard drive and they gave it to me because they didnt need it. I don't own an Xbox so I opened the enclosure and took out the drive.

It's a Seagate ST920217AS aka LD25.1

I tried plugging it into a few different computers but no computer I plug it into can do much with it. Upon connecting it, my computer brings up the "Installing Drivers" icon in the taskbar and once it's done "installing drivers" nothing happens. It doesnt appear in explorer under the Computer folder. I can feel it spinning and my friend used it and said it worked fine.

Is it possible it was made so it ONLY works in an Xbox 360? Ideally I'd like to format it and use it as the main drive in a laptop I have lying around.

You can open up disk manager and format the drive so it works in windows. I would just shove it in the laptop and install windows on it and not even bother with disk manager.

20GB may be too small to install an OS depending on what OS you plan on using.
