using remote desktop on high resolution device

Helped someone set up his new Windows 10 laptop/tablet combo.

Cut straight to the chase, he has an office workstation with Windows 7 Pro and a 1600x900 20" monitor with remote desktop enabled. This new Windows 10 laptop has a 13" 1920x1080 screen. The only option I can do for the remote desktop connection is 1-1 pixel mapping, no scaling. In other words, everything is micro-print. I've been trying to follow guides such as this one:

but have not had success yet. Ideally I think I'd like the remote connection to be 1366x768 upscaled to 1920x1080. Is the reason I've not been able to get solutions like the link above to work because:
(A) I'm not following the directions properly, or
(B) Do they rely on the host computer being Windows 8.1 or above? Not Windows 7?
