Using old LCD w/ HDMI...which video card to choose

Hello group,
I have been out of the "build loop" for quite some time. I want to build a mid-priced computer for the mancave. Which video card would be a good choice? I have an old LCD that I would like to use starting off, which I would use an HDMI to connect.

Next question is, what is the best input these days, DVI or HDMI or what?

you might be able to get a used R9 290X for under $200... or a GTX 780 or something last generation. If you want new... i might go with a R9 380 or a GTX 960/970
