Using ESD wrist straps

I've done some googling and I can't figure out the proper way to use a wrist strap.

I'm about to build my second computer, but I built my first without any sort of static precautions and 5 years later it is still running like new. Regardless, I figure I want to take some precautionary steps this time around just to be safe.

I used to hear just touching the case, or in this scenario, attaching the wrist strap to the case was sufficient. But now I hear that only works if the case is plugged in (grounded).

If my case is setting on my floor/bed/table/anywhere, it's not grounded is it? What should I attach my wrist strap to?
 
When I worked at CTX I was always plugged directly into the main electricity socket via the wriststrap so I was well earthed lol!!! I always leave my rig plugged in to the wall socket with the power switched off when I am doing some work inside the case so I know the case has a good earth. I never bother wearing an ESD wriststrap at home. It's just common sense really the general precautions you should take like not to charge yourself yourself up before touching components and not to use things like dusters that static.
 
Attach it to any grounded metal object...like kitchen sink 🙂

You can put PSU in case, plug it in, leave PSU in OFF position and tie strap to case.
 
Never used them and I have been building systems since the mid 80's! however, since you are asking on how to use them as mentioned, plug in the power supply for the system, ensure the PSU switch is in the OFF position and then attached the alligator clip of the wrist strap to the case while the other hand is wrapped around your wrist. If you decide not to use the grounding strap, just make sure you hold every parts by the edges except maybe for the hdd.
 
Never used one. I just make sure that I touch the case before working with new hardware.
With older stuff i'm not as carefull, haven't fried anything yet.
 
Yeah as I said I never used one before either and have had no problems. But for like $5 I figured why not.

Does plugging PSU into the wall and leaving it off still work if... the PSU isn't actually plugged into anything inside the computer? I'm asking not for upgrade purposes, but for building an entire new rig.

Your PSU is earthed via the wall socket. The PSU chassis is made of metal which is bolted into your pc case which is also made of metal. So basically, you will be earthed if you attach the crocodile clip to the metal pc case. Just remember to have the PSU power switched off at all times.

Edit: Like someone else said though, you may well find the wire from ESD strap gets in your way all the time and it could prove very annoying. That is why I have never used one outside of the workplace.
