ISPs dropped their own native newsgroup services, or at least the alt.binaries.* portion. There's nothing stopping you from using a 3rd party to access newsgroups, such as giganews, easynews, etc.
 
Haha, shows you how little I know about them. But I thought they were blocking access to all usenets, not just their local info... whatever. Go grab the bits, avast ye maties.
