I have an old Vizio tablet running Android 3.x that I primary use for Torque Pro along with a Bluetooth OBD-II scanner for working on my cars. It's sluggish, but it works. Turns out all I needed was a new launcher to make it zippy. The main screen has a circular "flower" arrangement that you can customize: (for your most-used shortcuts & apps)

You can optionally go into a panel screen: (add apps to categories)

This is a very basic & straightforward interface. It does not require the device to be rooted. There is a pay-for Pro version that adds a secondary screen for widgets & a lock screen. On mine, I did the following:

1. Installed Smart Launcher 2 & set it to default
2. Disabled animations in prefs
3. Disabled the Android lockscreen

The interface is a zillion times faster with this setup...I can simply tap the top button & it opens right to the home flower menu. No animations to slow it down, which is especially useful on underpowered Android devices that feels "slow". Makes it feel like a whole new tablet! It would also be useful for slightly older children who need a basic interface, like if you purchase a cheap tablet or give them your old Android phone as a mini-tablet to play with. I'm sure a lot of you are familiar with this software already, but I hadn't run across it, so just passing it along. Revived my old Droid, yay!
