Actually, you should be able to get a DS3(45mbit) for around $8k/month.

BTW, this place apparently sells more than just access servers, but routers, csu/dsu's,switches, etc. Probably a good find for low budget ISP's and businesses.

Looks like a cool find, but dont' know how reliable they would be.
