USB Tethering won't work on recent build. Driver issue?

So I recently build a Windows 10 PC and I've been having a two-month long nightmare trying to get internet hooked up to this damn thing.

The main source for tethering was a Netgear 770S Aircard through AT&T that only worked when the PC would be restarted. For whatever reason, on first start, the aircard/USB port wouldn't even be recognized by Windows. After a restart, it would work fine. Then it randomly stopped working altogether. Went to AT&T and they said the card is outdated and they gave us their newest (Velocity) which I hooked up today, but nothing happened. So I tried to connect my phone via USB tethering and use that for internet, but again, nothing happened. After I connected my phone to the PC, I went into the Network and Sharing folder and it locked up. I disconnected my phone, launched the Network center, connected my phone, and the center froze again.

To test, I went back to my house and connected my phone to my PC (Win7) via USB tethering and it worked instantly.

After being on the phone with AT&T for over an hour, they concluded the problem wasn't a faulty aircard, phone, or cable, that the new PC is the problem. The motherboard is an ASRock Fatality AB350 and I made sure I installed everything off the disc that came with the mobo, but could something have been missed? Does anyone have any ideas as to why tethering isn't working with this thing? I even bought a wireless receiver to try WiFi from the aircard, but during installation of the receiver, the wizard said it couldn't detect the receiver and for me to check that it was plugged in. I plugged that stupid thing into Every. Single. Port and it still couldn't detect the card.

Absolutely any ideas are appreciated. Also note that the PC is at my parent's house and it takes about 45 minutes for me to drive out there, not to mention it's in a canyon so troubleshooting on the internet from my phone isn't an option.
 
You posted before, correct?

Have you made sure all your driver's are at the latest? Firmware (BIOS)?
Yes I've made a few topics in the past and the problems still persist. As far as I know they were updated, but I'm really hoping they aren't because if they are updated, then there's a much bigger issue. Could you point me in the right direction?

Install drivers from ASRock website, whatever's on the disc could be months old by now.
That's what I'm going to do today. I'll grab every driver I can, throw them on a thumb drive, and head back today and install them. Hopefully that will be the end of this mess, but I'm not that optimistic.

Grab the USB drivers for your phone too just in case.
 
I'll put them on both just to be sure.

Also, is there any way to know which drivers would cause this issue? They have a lot of different ones, but they are all updated as of January and I built this PC last month, so they technically should all be up to date.

The only thing is the BIOS which was last updated recently. That being said, the screenshots of the BIOS in the "how to install" looks different than the BIOS on the PC, so I'm wondering if that's the culprit.

There's a lot of drivers and I'm wondering if that "All in one" driver is the same as the All in One that's on the disc that came with the motherboard.

Late reply, but the situation has been fixed. It was a mixture of missing drivers/outdated BIOS, and a faulty SIM card in the aircard. I got a new SIM card in the aircard and it started working for WiFi, so I tried tethering it to my current PC and my laptop and they both worked but it still wouldn't work in the new computer, so I flashed the new BIOS and updated all the drivers and now it's working just fine.
