USB Ports go to Sleep?

I have a Gigabyte 6VTXE-A and I'm having trouble with my USB Gamepad. I'm trying to troubleshoot if it's the USB port that's giving me grief, or the gamepad itself.

The Problem: If I put a game like NHL2003 on pause for longer than 5-10 minutes, when I come back and start playing my Gamepad has about a 50% chance of being totally fubar. The gamepad is a Gravis Eliminator Gamepad Pro USB. It works fine as long as I just start a game up and play, but if I go AFK for a while here's what happens:

1) When I take the game off pause it starts to stutter for 5 seconds or so
2) During the stutter period I can see the game mouse icon turn into an hourglass (kinda odd to see this through a game, but basically Windows98 is *doing* something).
3) After the 5 seconds of stutter often the gamepad with be out of calibration - It will severly pull to the top right.
4) Sometimes, if I unplug the gamepad and reseat it it will reset and start working, but not always

So any thoughts? Is my USB port going to sleep on me (never heard of this before)? I have the newest drivers for my Eliminator... and other than this problem I really love it.
 
Is your computer going into suspend mode during the time when the game is on pause? Because that is the only time USB ports go to "sleep" (as far as I know, anyway). I have both a usb mouse and force feedback joystick, and never had an experence like that.

Good luck...maybe someone else can be of more assistance then I can.
