USB PCI Card Not Working

I bought this USB card to get my PC USB 2.0 capable:

Slapped it into 2 different available PCI slots, but upon booting my computer, right after teh Dell screen, I get the following error message:

Plug and Play Configuration Error
Plug and Play Configuration Error
Plug and Play Configuration Error
_

And the computer will not proceed past that point. All my other added PCI cards work fine. Is this thing busted? There is no support number.

Computer is a Dell Dimension 8100.

I bought two of this, both arrived dead. The problem is with the card and not the VIA chipset.
