USB Killer device can destroy a computer

These have been around for a little while.

Powered from the USB port it's a device with capacitors, inverters and essentially a "coil" to step up the voltage. Bridge the gap between the power and data circuits and it will do real damage.

While the USB port and the circuits on the motherboard are fried, it is extremely unlikely that the hard disk will be damaged.

So what is the purpose of this device? I know pyromaniacs like to burn houses/garages down...are there people out there that like to destroy other peoples computers?
