USB Keyboard on a new build

So all my parts came I put my computer together, its starts up fine but it stops and asks me to input commands. However my usb keyboard is getting no power. Its hard to input commands when your keyboard doesnt work lol. Anybody have any ideas?

Correction the keyboard is getting power, its just not issuing any commands when I push buttons. Its a used hard drive that already has windows xp and stuff on it. The computer scrolls through a cycle of three screens. One that is from the motherboard manufacturer and looks like how I get into the bios, one that lists a bunch of stuff and the numbers of their ports, the last is the windows failed to start normally last attempt please tell windows what to do screen, this is the one where I would click start normally but since I cant click anything...

Okay to continue the saga after the windows will start in 30 seconds count down finishes, windows tries to start, I get a blue screen but it flashes by so fast I cant read what it says. Any ideas on how I could freeze that blue screen so I can read it?

I don't think every keyboards with USB never come with power. keyboards sucked some juices from the computers

Check to see if there is a setting in the BIOS related to USB devices that needs to be enabled.

Correct. On my USB keyboard, the "Del" key still works, for accessing the bios setup menu. Even though the bios may not yet have been set for USB devices to be recognized in bios [DOS mode]. The default bios setting is for USB keyboard and mouse to be recognized in the operating system, as opposed to the alternate setting: recognised in bios.

Thank you gentleman that was exactly correct. Now I can use my keyboard in the dos settings. I select start windows normally hit enter, however I am still getting the blue screen. However it flashes by so fast I cant read it. Any way I can slow it down?

Hit F8 (for starting in Safe Mode).

Okay it wont even start in safe mode. I get the same thing a, a blue screen then it restarts and tries again, is there a way I can get it to stop at the blue screen so I can read the blue screen?

If it does I am not fast enough to click the button at the correct time. The blue screen is up for (im guessing here but) less than a tenth of a second. There isnt a way to shut off the auto-restart? I thought there was but I dont remember how to do it.
