USB hdd not spin down

I have a strange problem.
When i use safely remove on external hdd, the drives don't spin down.
I have windows 7 64 bit.
When i used the same drives on a laptop with win Xp SP3 they work fine (after safely remove the drives spin down).
What can i do.

Your external HD is probably powered by it's own power pack. The Safely Remove Hardware utility disables the USB port so it's safe to remove the cable. Some devices get their power that way.
 
Ok. But why this work on the laptop with windows XP.
I'm gonna install XP on my system and will try to see if it works
 
I don't know your model of the enclosure but I looked at the specs on one and found this:

I suggest you check the manufacturer's documentation (you can probably download it if you don't have it).
