USB HDD booting problems

I am having trouble with my USB HDD. When it is plugged in, I get a DOS screen during startup that says "BOOTMGR not found". If I unplug the USB drive, than my computer starts up without any trouble normally.

I have already gone into BIOS when the drive was connected and both 1) DISABLED booting from this drive and 2) separately made this the 4th boot order. Neither item solved this problem.

I am running Vista. What I would like to do, is leave the drive in all the time and be able to shutdown and restart my computer anytime without having to unplug and replug in my external HDD.
