USB gamepad not working in Win98SE

I am trying to connect a Gravis Gamepad Pro USB controller to my windows 98 SE system. The gamepad gets detected OK when it is plugged in, but there is a problem with the driver after it is installed. The Device Manager says the driver needs to be reinstalled. It reinstalls fine, but after a restard, it says the same thing, "you need to reinstall the driver." For some reason, the driver can never be installed correctly. This problem is they same when I install it as a HID compliant USB driver, or a Gravis Gamepad Pro driver. I used to use this gamepad in my old system and it worked fine.

The exact message under the device properties is this:
"The NTKERN.VXD device loader(s) for this device could not load the device driver. (Code 2.)
To fix this, click the Update Driver to update the device driver."
Also, under the driver file details tab, the following item is listed as Not Availlable: "C:\WINDOWS\SYSTEM\VMM32.VXD (ntkern.vxd)"
But like I said, when I click the update driver button, it reloads the drivers, but the exact same message keeps appearing after the restar.

I have an Asus P4PE Mobo w/ P4 2.4Ghz running on Win98 SE.
