usb functionality on ports differ

I have a gigabyte 965p-ds3 motherboard and an antec 2650 case. i attached the two front panel usb ports on the case to a usb header on the motherboard. today, when i tried installing my new digital camera, i first tried plugging it into the top port. windows gave me some error about the system not being able to recognize the device. i removed the cable and tried everything again. same error. i then tried the bottom port and everything loaded fine.

is there a reason why the top port is not working? is this a sign of something malfunctioning?
 
YES.

It could be the cable between the MB and the case interface board, the case interface board itself, the connections on the motherboard connected incorrectly... Are the MB USB Connectors working properly? If so I would say that the case cable or interface is defective.

well the one's in the back of the motherboard work fine. and the two front usb ports are connected to the same connector on the motherboard and the bottom one functions fine. so does this mean most likely faulty case usb connections?

I think the Antec interface board as I have seen these act this way before.
