In order for my notebook to boot USB, I have to hit F12 at the start to bring up a boot menu. Thumb drives need to be in FAT32 formst. What machine are you trying to boot to?

Booting dos isos is much more tricky then simple os isos.

Hirens boot cd has all HDD tools (and much much more) with a nice menu and is easily made to boot from usb.

the Bios ahas been configured to use the USB first in boot order.

I am trying to boot to a Toshiba satellite L855.

The issue is the attempt to write the ISO to the USB, the write completes but the computer does not boot to it, or the write fails on the USB

I still use a cd I made years ago for seatools. That toshiba has a cd/dvd burner, so I would just use that if you can. There is also a version of seatools that will run in Windows.

In the BIOS, make the following changes:

Select Security > Secure Boot = Disabled
Select Advanced > System Configuration > Boot Mode = CSM Boot
Save and Exit
Boot from USB

EDIT: Source
Also, you'll have to reset those options to boot back to Win8.x
