According to the FAQ on Belkins website.....here, it does come with a power supply.....
<< Q: What are the specs for the power supply?
A: It should come with a power supply. If the power supply was misplaced or lost you can use any power supply that is 5 Volts DC, 2.5 Amps and has a polarity of Center-pin-positive.

Q: What is the switch on the side for and when should I use it?
A: The switch has two positions - Bus and Self.
You should set it to Bus when you are not using the power supply. This mode is for low speed and low power USB devices. If you are running devices that use less than 100mA then you can keep it set for Bus and not use the power supply. If you are using devices that draw more that 100mA then you will need to set the switch to Self and use the power supply. Self enables all ports on the hub to supply 500mA.
Whenever possible we suggest that you use the power supply and keep the switch at Self. When the switch is set for Self and you use the power supply both low power and high power devices can work at the same time on any of the ports.

Q: When should I use the power supply?
A: We recommend you use it at all times. This will ensure that any USB device you plug into will have enough power. This is called using the hub in self-powered mode. This gives the hub 500mA on each port of the hub. You can use the hub without the power supply but only low speed and low power USB devices that use 100mA or less will work on it. Without the power supply each port is only supply 100mA of power. Devices such as mice, keyboards, joysticks and devices with out many moving parts or motors will work like this. >>
Here is this exact model for sale on eBay and the picture in the auction shows a power cord -- another example of an eBay price being higher than the cost (AR) of buying it new at a B&M store.
