I have been having quite a few issues with the motherboard I have from ASRock. It is the Z87 Extreme4. My issue is the usb 3.0 No matter what I plug in it says this device can perform faster than this blah blah blah. Anyway, that should not be happening as I am plugging in usb 3.0 devices. What is going on? The other problem is that my front ports that are from the mobod header will no longer recognize any of my external 2.5 hdd. 1 on the back also says this so I am limited to just 3 ports on the back that I can plug into with my external hdd and they are very important to what I do. Is anyone familiar with this? Is this only on this board or a common thing among ASRock? I have other computers and the usb 3.0 works just great.

Where can I go to find if I have the 9.4.0.1026 driver?

It may not just be the drivers.

Right away, without even looking at manufacturer or Newegg pages for your motherboard, I'd tell you to consult the motherboard manual carefully to see if the onboard USB 3 (Asmedia?) controller shares resources with other features (like a PCI-E slot), and whether you need to disable one thing to provide resources for another thing to work.

I discovered this problem with my own Asmedia USB3 controller (on my Z68 motherboard). It may have occurred after I replaced the old dGPU with a new GTX 780. The Device Manager would show a yellow "!" bang icon for the Asmedia controller, noting that there weren't enough resources to take full advantage of it.

While my solution may not satisfy your needs, I chose to disable the onboard Asmedia controller, and then use THE PCI-E slot which had been limited to x1 bandwidth with the Asmedia enabled. That is, I put a Hoo-Too USB3 controller in that slot, which was then able to run as x4.

And I also disabled the onboard eSATA (Silicon Image?) controller, since you can provide eSATA functionality through the rear backplate with the right hardware -- connected to the main onboard Intel SATA controller.
