Basically, I have a machine with only USB1. If I buy a PCI USB2 controller card, will I be able to use it with USB2 devices and get the USB2 speeds, or does my motherboard need to support USB2 in general for the USB2 controller card to work at USB2 speeds?

No, the card will run at the PCI speed, bypassing the original USB controller. And if memory serves, most USB 2 devices are backwards compatible to the slower bus.
