what governs the speed of the USB bus?

I have an emachines 466i motherboard
I have an external 24x burner that can take USB 2.0.
I dont have USB 2.0

Can I get it? Or will I have to upgrade my board?
This has stumped me for a while

Please help
 
If USB 2.0 transfer speeds are what you're looking for, you'll need to add a USB 2.0 interface card (they run around $20-30 at most places). That model only has USB 1.1 and you'll max out at 4x write speed using your existing ports. Plus, you might not be able to burn at full speed reliably because you have a slower processor.
 
So you're saying that regardless of my motherboard. I can go out and get the 2.0 card and itll work fine with my system?? Thats sweeet!!
