USB 2.0 Voltage/current spec?

I *think* it is 3.6V; you may want to do some checking up on that though. My best guess is that I = 24mA (or is that 32.....) :-/

Maybe that will get you started in the right direction at least.

USB2.0 highspeed != USB2.0 full speed

highspeed = another name for USB1.1
fullspeed = the real USB2.0

Ironically, there seem to be more reports of laptop USB external bus-powered drives not working with USB 2.0 power than USB 1.1 power. Well, at least anecdotally.

actually you got that backwards
lowspeed = USB 1.1 = 1.5Mbits/s
fullspeed = USB 1.1 = 12Mbits/s
highspeed = 2.0 = 480Mbits/s
