I never remember working with Navy EOD.... That being said they are great guys, we stopped using a big 155mm artillery shell as a door stop in Fallujah when the EOD guys told us it still had it's primer and was live.

If it had a cone on the end of the shell that's the fuse, and that's what initiates the primary charge.
