You are toast sucker, if you think that the NHTSA is a hard nut to crack, just wait until the IRS comes after you for all the millions you made manufacturing and selling all those cars. Your future is all locked up (really LOCKED up)
 
Official NHTSA stationary, about 6-8 pages long, written in legalese, number to call is same number as on NHTSA website, address is same as website, sent certified with a return address of the NHTSA, has the correct extension for EWR claims (I called the NHTSA and asked the switchboard). So, yeah, I'm positive it isn't a scam. Besides, when I called they didn't ask me for any info other than name and telephone number. The poor guy was clueless.

Take a picture of all the cars you've manufactured this year... ( 500 match box cars ) and smash one, and give them some data.

No prob. However, I only have sh!tty cellphone pics because my girlfriend has my digicam.

Maybe a buddy or an ex submitted paperwork to them saying you manufacture cars to screw with you? Some people get their jollies by marking someone's mail "deceased" and sending it back. Makes their life miserable for years to come given how difficult it is to straighten that out.

Invite them over for an inspection. Serve punch and pie.

Or never respond. Let them do whatever. When you finally have to show up in court just ask them to first prove that you manufactured ANY car to begin with. Hopefully the judge has a since of humor! Plus don't forget to sue for your trouble! Just keep track of any hours wasted on this and submit a bill for you time. Pad said bill appropriately.
