I suspect cultural differences can be a barrier, too. Some will sneer at that, as if it's a non-issue and Africa can easily be blamed for not immediately adopting our ways, but I'd ask those who say that to consider how far the 'condom culture' would have gotten in puritanical 1940's America, when sex ed was unacceptable. The very invention of the birth control pill in the US was met with wide disapproval as immoral for a while. To this day, our government forces 'abstinence only' onto our global aid.
