urgent response needed

My neighbor has mixed caffeine pills + excederin (not sure what it is, something to do with athletics) and alcohol and is now feeling sick. Complaining about difficulty breathing and has thrown up. I'm unsure if I should call the paramedics on this or not, or if this is actually a mild thing. Ideas? (I know I'm retarded for posting but there is no phone to call for advice)
