I once couldn't see the hard drive then removed a jumper on it and unplugged and pushed the power plug that goes into it a little further.

Alright, you haven't explained what you're trying to do. Are you installing XP clean on a blank drive? If you boot with a blank drive and no XP CD in the CD-Rom (or if the HDD is listed before the CD in the boot order in BIOS) then you'll get that error.

If you're trying to use your old OS installation on the new mobo, you can't just boot up with it. You need to perform a Windows Repair Install. Instructions here:
http://www.michaelstevenstech.com/XPrepairinstall.htm

Are you even sure that the HDD is being detected by BIOS? You should see the drive listed in the POST page asssuming you have the POST dialog on verbose. If BIOS isn't detecting the HDD you'll get nowhere.

It could also help to know what brand & model of motherboard you've got, and whether your 200GB drive is Serial ATA or standard ATA interface. How about the power supply brand & model too, while you're at it :)

If the system's turning off... one possibility is that the PSU is overheated, possibly as a result of overload. You don't have a fearsome video card in there, so a guy would hope that even a mediocre 400W PSU could manage, but sometimes reality rears its ugly head and says Nope! :p Got any higher-quality PSUs you could try as a fact-finding step?

Another possibility is that the CPU is overheating. The main reason that would happen is that either you haven't got good flat contact between the CPU and the heatsink, or the heatsink's fan isn't running (or stops when you're not looking), or there's no thermal-interface material (thermal grease or thermal pad) to bridge the gap between the CPU and the heatsink. Also, if the heatsink receptacle is lifting off the surface of the mobo, that could cause poor contact. More details on your cooling setup might help :)

Ok, you aren't making much sense, but I'll give you a basic run down of what you need to do to get operational tonight.

1) Throw Linspire away
2) Turn on the computer and enter BIOS Then change the boot order so that the CD-ROM is listed first - consult the manual for how to do this
3) The only things that you should have connected in your computer are: CPU, RAM, Video card, Hard Drive (only 1) and your cd drive (only 1)
4) Make sure all cables are securely connected, close the case, plug the computer back in and power on. Put the CD in the CD-ROM drive
5) When prompted select the option to boot from CD
6) Follow the on-screen instructions for installing Windows.

If the PSU is overheating then I would play it safe and not run the system. Cheap PSU overheating and shutting down is not good, but cheap PSU overheating and going *POP!!!* and blowing your other hardware away... eeek :Q It does happen, so I'd be getting a high-quality unit on order right away and just be patient until it arrives.

Ok, check this page real quick. Are you doing anything differently than what I'm showing there? There's a video clip linked at the bottom showing actual latchdown.

You might want to shut it down, unlatch the heatsink, and ensure that the black plastic frame is firmly screwed down to the mobo. If it's loose, then even when the heatsink is latched in, it would not land flat on the CPU, and that could result in overheating.

A64's don't normally overheat, let alone quickly, unless something is Seriously Messed Up? with the cooling. I presume you do  have your CPU's heatsink fan hooked up and running? Keep looking at this, because your CPU won't last long if it is being chronically overheated to the point of emergency shutdown. Aiming a house fan in the side of the case isn't really addressing the root of the problem.
