IS there any cheap ups for a computer using 450watt psu. below 100$?

no I think I will be able to turn off the computer without a screen. Cuz see sometimes in my house the power goes down...

That can work in Windows - just do Alt-F4 a few times.

If you can afford $100, Costco has a sweet Tripp-Lite with voltage LCD, and 1000 vz.

look for a deal on an apc one (triplight is also ok though apc tends to be better) you can often find them for less then $100 after rebates, especialy if you dont care about how long it runs (ie if you want to run for 30-40 minutes its a lot more expensive then if you just need 5 minutes to shut it down...)

Down or out, a UPS will help your PC get "clean" power.

Very few PCs actually use more than 300W from the wall so a 450 to 550VA unit should do you.

True but power factor is also an important factor.

Who around here pushes aPFC PSUs any harder than moi, eh??? :p Well aware of PF - that's why I allowed at least a 1/3 VA headroom.

Well, also I just thought of it, that next year, I might get core2duo comp., should I just get more powerful for the future?

Actually Core Duo takes less power than many single core processors. On just about all fronts except vid cards, the power requirements are dropping.
