UPS/Surge protection w/ (AVR)

I am a bit confused on this issue. I like the idea of AVR (Automatic Voltage Regulation) but is this only available with a UPS or can this feature come with a basic surge protector. I did a search on surge protectors and most people here like the APC products. I was looking through the product list for Circuit City and Best Buy and I couldn't find anything about AVR. Is feature called something else ?

I am not so concerned with a battery back up, mostly surge protection. But if the AVR only comes with only a Battery Backup I would just get one with a battery life of a few minutes.

Can someone maybe recommed a product which I do what I described?

I use CyberPower surges and backups. My 700 & 900 are AVR's, and I have not seen anything but backups provide AVR.
