He complained to my wife yesterday that it was second attempt to deliver he tired of leaving my packages with neighbors. If I understand correctly he suppose to attempt to deliver three times than I can arrange to be picked up at the station and he not suppose to leave at neighbors without my permission

Yes, but they often don't do what they are supposed to. I have never given UPS permission to leave packages with my neighbors but they do it nearly every time even though I have asked them not to.

No Dumbass, they only have to attempt to deliver ONCE before you can arrange to pick it up.
So the driver is going out of his way to make sure your package is safe with someone else so you don't have to use up your time to drive to the UPS place and pick it up yourself. Yeah, he's a real asshole:roll:
How about you pick up the package yourself instead of having him try to deliver the package three times in a row to your place when you obviously know you want be there. Morons.

I'm actually working for UPS right now, Christmas help/driver's helper. Two of my brother in laws have worked for UPS for years.
UPS is a stress factory. The guys are constantly overloaded and expected to do miracles.
Although the system is in place to make three deliveries, it rarely happens unless the package is a high risk package (furs, computers, jewelry). Usually when the customer gets his/her notice, they'll call the center and make arrangements to have the package left somewhere else, such as their place of work or with a neighbor.
Today we released a computer to a neighbor of a customer. It's one of those things that goes to the driver's discretion.
If you've made it clear to your driver that you don't want your packages left at a neighbors house, then he wouldn't do it. A complaint would have his ass fried. Obviously, the driver who delivered the package to your neighbor wasn't your regular driver. Either that or you didn't make yourself crystal clear to your regular driver.
He's certainly not going to risk his job to spite you.

wouldn't it be simpler to just do the 3 tries and it's done thing rather than walking over to a neighbor's house to see if they're home too ? If I had a job like that, I'd do it by the book cause I wouldn't give 2 sh!ts about what the best thing to do in a certain situation is. Just follow the rules as it's just easier.
actually, i work for UPS... they don't even have to attempt to deliver it before you can arrange for it to be picked up... you can do that while its being shipped. and the OP is right, UPS is supposed to attempt a delivery 3 times before they "postcard" it via, USPS asking you to pick it up. And who says your neighbor is safe?? I damn sure wouldn't want UPS to leave my package with my neighbors... they aren't supposed to do that. but, thanks for your valuable input anyway.

UPS would be responsible. Packages are insured. In a situation where a customer doesn't receive his/her package due to driver release, they'd take responsibility.
We're also a UPS shipper and I've personally dealt with UPS on a situation exactly like this. They were great, although it took about a month to receive a refund.
They even paid overnight shipping so that we could get replacement product to the customer immediately. Ultimately, they refunded the cost of the supplies as well as the original shipping cost to us.

I didn't say "Fired", I said "Fried". In any event, depending on the driver's record, it certainly could be the end of the line for the driver in question. If the manager realizes the customer is simply an asshole with an unreasonable complaint, it'll be handled as such.
Being as the OP's package was delivered in tact and in a timely fashion, I can't see where there's a problem, except that he's difficult to please. I do understand that he may have personal reasons that he didn't want his packages delivered to neighbors. I wouldn't want my dildoes delivered to the old lady next door, if you know what I mean. In that case, contacting the center manager would certainly help to assure that his packages weren't delivered to a neighbor. It'd certainly deminish the quality of service he'd receive, but if he's okay with that, I'm sure they will be.
Someone else mentioned that if he's having a package delivered via UPS, he can call ahead of time and make special arrangements. I think that's the route to go.

It's funny, I was just complaining at work about the delivery services (Fedex, UPS, DHL) all having their heads up their butts this time of year.
Coupled with the fact that I live in an apartment. With an apartment office that takes and signs for packages, but only if the driver takes it there (About 50 feet away from my building).
They are wildly inconsistent, which is what bothers me. They have all left valuables outside the apartment door now, fedex sometimes takes things to the office, or they just take them away. I've had to drive down to the airport to pick my stuff up, and had the peckerwood fedex guy leave a digital camera outside the apartment 2 weeks ago and leave the note saying authorized to drop off w/o signature. Fvckhead took away my note asking to please leave at apt. office.
Today UPS missed me by about 1/2 hour and didn't leave the laptop sitting outside the apartment(thank God), but they didn't take it to the office either.
They'll try again tomorrow. Probably in the 1 1/2 hours that the apartment will be unoccupied. Fvckers. I think I'm gonna cut and paste this into the like 5 different shipping rant threads I have open in tabs....

Wow, you work for UPS and you don't even know your company's policies. You can not pick up a package from UPS unless one delivery attempt has been made. The only way this can be done is if the shipper requests the UPS Hold for Pickup Service. If the shipper does this, UPS will call the consignee and he or she will be able to pick it up on the day it's scheduled for delivery.
About the neighbors being safe part.. I must be lucky to live with trustworthy neighbors I guess. Regardless, I wouldn't call my UPS driver lazy if they had a neighbor hold the package for me. A UPS driver going out of their way to have a neighbor hold a package so that I don't have to wait an extra day is a :thumbsup: in my book. I guess you just missed my point...
