UPS High Value Import Policy

I was wondering if anyone here was familiar with UPS's policy on high value items shipped from out of the country. I had a package come in from Canada on 8/1. On that day, there was one import scan and two FORMAL ENTRY REQUIRD FOR HIGH VALUE SHPT at different times. Each day after that till today there has been a wherehouse scan. THe package has been in the same place. Does anyone know how long it takes them to release the package? It was sent EXPEDITED, and it's 17lbs.
