When did UPS charge a drop off fee? I have to pay for a return shipping label for a RMA and then pay a few more bucks just to drop it off?

I ship heavy stuff with them. No dropoff fees.
Lighter stuff goes Priority Mail or First Class Mail.

Fedex all the way... Unfortunately whenever I have to ship things I have to use UPS because they're the only local place that ships out.
