Upper case numbers?

Actually had a user ask that when I was assisting her with resetting her password. Temp password contained a series of numbers and she couldn't get it to accept the password so she asked if the numbers were upper case or lower case. I said it's exactly as given and she again asked if it was lower or upper case. I then asked if she meant the symbols and she said yes. WTH refers to them as upper case numbers?
