So, I live in a dorm, where they get kinda pissy and cut off my internet connection ifI upload too much. I know it's possible to cap the upload speeds in Linux, so I was wondering if anyone had found a simliar way to limit bandwidth in Windows 2000, or any other MS OS for that matter.
 
Nope, and it really sucks. You would think someone would have made a little tool to do it but I guess its not possible.
