Upload on the Downfall

I used to get upload speeds of around 900kbps (DSL Reports) but recently my upload speed has been stuck at 200kbps (on all of my computers not just one). I switched routers thinking that was the problem, but that didn?t work so now I?m wondering what could be causing this.
Anyone have any ideas?
I?m on cable by the way.
 
Cable shares the bandwidth with those around you. It is possible that somoene else in yoru area is taking up the bandwidth as well.
 
Maybe your service is throttling you. Tthey could have decreased the upload speed for your pricing plan or because of excessive uploading (they might think you're using Bit Torrent or running a file/web server), which might be against the terms of service.
