Just get the 635, you can overclock it if it seems slow at all.
You don't need 1600 ram, just get some 1333 to save a few dollars.

Btw, where are you exactly? You keep referencing newegg but saying that you are not in the states. There's a newegg Canada too just so you know. Some of those prices seem high. 4gb of ddr3 shouldn't have to cost $85. And are there any bundles where you are? 1TB Samsung is on sale for $57 in the States and a x4 640 + good mb combo is <$160.

Just a heads up, I went from a pentium D 820 to a C2d E6600, and 4gb of ram and it is a night and day difference. The system is a sff Dell optiplex 745. I also added a low profile radeon 5570. to give you an idea of performance I play SC 2 at 1280x1024 ultra settings and can manage around 30FPS. not bad for a free computer and some used parts purchased off this board.

I'd go the MB/CPU/RAM/HDD route and enjoy life. If it'll last the next 3 years you might as well just upgrade wholly and be done with it. The difference in cost over 3 years is negligible.

I've been looking at DDR3, but I'm worried about the MB. The DDR2 boards seem to either come DOA, or there is no trouble with them. The DDR3 boards in this price point, have the usual DOAs, but they also appear to have much more trouble down the road. I don't know if this is true, but it sure looks that way.

Unless I pay significantly more for a MB, should I really switch to DDR3?
