upgrade now or wait for possible new releases

ok, so basically I'm looking at building a new (and rather high powered) rig sometime soon, and was wondering whether or not it would be better to wait till the end of the year to see if nVidia or ATI come out with anything new (as we really havent seen anything genuinley new in about a year or more) or whether I should just start buying parts now. Also whether or not I should wait for Vista to come out and see how that works or whether to just make another XP machine and upgrade to the new OS later.

Your system in the sig section looks fine for another year. The new stuff coming out won't be top of the line and time-tested nor will they offer the best performance of their generation. DX10 won't magically become the new standard overnight so many of next year's games will only be the cream of the crop DX9 anyway.

The new ATI video card should be coming out in a month or two and that is what I am basing my new build on... it's called the r600 which is rebuilt totally from the ground up for DX10 then I am gonna use my student access for my Windows XP till Vista comes out.

If you're the type that doesnt upgrade often; it may be worthwhile to at least get a look at the dx10 cards before you upgrade.
The first cards for each direct x version have historically been quite good
(9700, geforce 3, geforce 1, riva tnt)
the trick is of course picking the right product when it comes out
