The single core processor is the thing you want to keep? That looks a little backwards.

What are the current system specs? And what are the goals for this system?
 
Refurb Thinkcentre or HP DC-series, with Penryn/Wolfdale Core 2 (preferably a 3MB or 6MB L2 model). They should cost at or under $200, with 2GB+ RAM, and a Windows 7 COA, and will blow the Sempron away.

The Dell has 2 unknown slots (there were different riser configs available). The HP can easily take a few low-profile cards, like a video card, or USB 3.x card, but has a slower CPU. The Lenovo has the fastest CPU, but is a bit overpriced, IMO.

If video performance is a problem, a low-end Geforce or Radeon will be way better than IGP (GT 240, GT 430, GT 620, GT 720, HD 5450, HD 6450...), should be easy to find with low profile brackets, and won't break the bank (of course give the IGP a chance, first).

My personal leaning would be to the $156 HP w/ a 2.8GHz and 2GB, and then upgrade as needed (or the $169 one, if you have DDR2 you can donate to the cause).
