I have to disagree with you there. In 25+ years of dealing with engineering drawings I've never seen it done like that using "As Req'd." If the drain was already there the drawing would have simply specified the existing drain location. In this case it is designating that a drain be installed "as required" which means it must be done as necessary in line with existing code, since it's updated construction. It is probably incorrect to assume that a drain already exists to code since I think it has already been mentioned that this is older construction and in older slabs constructions drains were often not a code requirement.The slab drain was already there and in most cases required by code no matter what. That said, everything else you said in this paragraph is completely valid. Especially the part about the drawings. It is an extremely rare contractor who will add things that aren't specced in the drawings. Also a foolish one (as it opens them up to the liability). If vapor barrier isn't in the drawings of record (which should be the ones with town, assuming it was permitted), it likely isn't there unless installed later with no permitting.
