It is when you call your credit card company and tell them (whatever excuse works) to get your refunded to your credit card. The credit card company then charges it back to the seller. PayPal works the same.

The buyer pays.
The seller gets the money and ships.
The buyer calls the credit card company or paypal and says they never got it, it was broken.. whatever.
the credit card company refunds the buyer and goes after the seller for the money.

Either that.. or the buyer will use a stolen credit card to make purchases and when the credit card company catches up to what was spent, they will take the money back from the seller.... who is now out the money and the item.
